Launch of “SME Policy Deliberation Committee,” a Pan-Governmental Body to Manage SME Policies Comprehensively

The Ministry of SMEs and Startups (Minister Park Young-Sun, hereafter “MSS“) launched the “SME Policy Deliberation Committee*,” a pan-governmental policy coordination body, to strengthen the role of the MSS as the policy control tower of the government after its status was upgraded to a government ministry in charge of the comprehensive management of policies related to the fostering of SMEs, startups, small business owners, and the self-employed.

On April 25, 2019 (Thursday), Minister Park Young-Sun of the MSS deliberated on key policies, including the 2019 policy measures to nurture SMEs, the plan to improve the efficiency of projects that support SMEs, and the plan to manage the deliberation committee, at the Korea Federation of Small and Medium Business in the attendance of vice ministers (vice minister levels) of 14 government departments, representatives of representative associations and organizations in each SME sector, heads of research institutions, and 14 commissioned members and experts.

In her opening statement, Minister Park said that “our economy should be ‘oriented toward SMEs and venture companies’ to seek a solid, advanced country-type economic model” and that “it would be critical to closely cooperate with government departments across the board and communicate with various companies in the businesses field to achieve such a goal.”

She also “asked for active participation and cooperation so that policies pursuing joint prosperity and coexistence for SMEs, venture companies, small business owners, and the self-employed could be fully discussed through the ‘SME Policy Deliberation Committee’ launched today.”

In the following debate on agendas, the key contents of ① “the plan on improving the efficiency of projects supporting SMEs” were discussed. It included details on the performance evaluation of each government department’s projects to support SMEs and the introduction of a prior consultation system for the new establishment/revision according to the amendment* of the “Framework Act on Small and Medium Enterprises” in June 2018.

As it is the first policy to be implemented across all government departments after upgrading the MSS, it was decided to implement and develop the policy in line with its purpose by closely cooperating through TFs and working-level coordination meetings between the departments.

Moreover, regarding② “the policy for supporting the exports and overseas business advancement of SMEs and venture companies,” discussions were mainly conducted on the active support to export SMEs through the linkage between policies on R&D and export finance, strengthening the support for global business advancement of start-ups, and expanding distribution channels by taking advantage of the Korean wave. Moreover, it was decided to seek enhancement measures in this area through discussions with relevant government ministries.

Lastly, ④ the “2019 policy measures for nurturing SMEs” was reported, which had been prepared jointly by 23 government departments at the end of March. It includes key details on pursuing innovation in smart manufacturing, accelerating the second venture boom, supporting the innovation of small business owners and the self-employed, and seeking a win-win cooperative relationship. Each department agreed to implement the policy measures as planned.

“The MSS will hold the ‘SME Policy Deliberation Committee’ launched today on a bimonthly basis and frequently meet with other government ministries, industries, and experts to take heed of the difficulties arising in the business field and deliver them to the government so as to faithfully serve our role as the control tower of policies related to SMEs, startups, small business owners, and the self-employed by making the best use of our capabilities and experiences,” said Minister Park.
